A reformation center dedicated to drug surrenderers is set to rise in Cagayan province through the partnership between the Technical Education and Skills Development Authority (TESDA) and Philippine Drug Enforcement Agency (PDEA) in Region II.

Last October 7, TESDA Region II Regional Director Archie Grande and PDEA Region II Regional Director Joel Plaza led the groundbreaking of the first ever reformation center for drug surrenderers in the country.

According to TESDA Region II, the said reformation center, which is the brain child of both Grande and Plaza, will be built under a training-cum-production scheme by the different TESDA Technology Institutions (TTIs).

In his message, Grande expressed his commitment to fully support the project in view of the agency’s TESDA Abot Lahat guiding principle by providing skills training interventions to drug surrenderers who are considered as TESDA’s special clients.


“The establishment of a Reformation Center is indeed a brilliant response to this anti-narcotics campaign because we are actually hitting two birds with one bullet. Not only shall a reformation center be erected to serve as shelter for drug surrenderers, we are also empowering the drug reformists by personally involving them in the construction of the reformation center through a training-cum-production scheme to be implemented by our TESDA Technology Institutions (TTIs),” he said.

For his part, Plaza shared that the event is a celebration of a new milestone for PDEA as a result of the collaborative planning and months of hard work and coordination.


“This is a realization of our dream to build not just an impact project, but also our move to ensure that our recipients become productive members of the community.” Plaza said.

The drug reformists who will be directly involved in the training-cum-production shall enjoy the scholarship benefits from TESDA and free meals and snacks to be provided by the provincial government.

They will also receive more than P5,000 from the Department of Labor and Employment (DOLE) through its Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program and starter toolkits from the City Government of Tuguegarao after the completion of the training. The beneficiaries also received an initial amount of five thousand pesos financial assistance from the Department of Social Welfare and Development (DSWD).
