Former rebels in Northern Samar are now graduates of skills training programs conducted by the TESDA Northern Samar Provincial Office. 

The 26 graduates completed their Cake Making and Overhaul Motorcycle/Small Engine training and a ceremony was held on October 22 at the Darangapan Center in Barangay Dalakit in Catarman.  The event was led by newly-appointedTESDA Provincial Director Rolando Bade, Provincial Training Center Administrator Luisito Ombrog, Administrative Officer V Glorilyn Morados and Marites Cesista from the TESDA-Las Navas Agro-Industrial School. Representatives from the regional offices of Department of Labor and Employment, Department of Trade and Industry, the Armed Forces of the Philippines, Philippine National Police and Department of Social Welfare and Development were also present during the occasion. 

The graduates also received their Training Certificates and scholarship allowances after the ceremony. They also vowed to use their skills as they start their new lives back as ordinary citizens. 

Director Bade, who marked his first outdoor commitment as a TESDA Provincial Director, congratulated the graduates and encouraged them to use their new skills as they reintegrate themselves back to society. 

The training programs are in accordance to the Executive Order 70 or “Institutionalizing the Whole-of-Nation Approach in Attaining Inclusive and Sustainable Peace, Creating a National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), and Directing the Adoption of a National Peace Framework.” The EO aims to end insurgency in the countryside and in other conflict-ridden areas through holistic approach. 

Under the NTF-ELCAC is the institution of Poverty Reduction, Livelihood and Employment Cluster (PRLEC) which is led by TESDA Secretary Isidro Lapeña. The PRLEC carries Barangay Development Programs that fully support and assist communities belonging to the Generally Isolated and Disadvantaged Areas (GIDAs) to help the impoverished barangays as well as help reform former rebels who are usually living in the GIDAs.
