A cash bonus of up to P35,000 was paid recently to each of the employees of the Technical Education and Skills Development Authority (TESDA) who has displayed exemplary performance in office.

Secretary Joel Villanueva, TESDA director general, announced that TESDA was ranked “Best” among the agencies under the Department of Labor and Employment and has distributed the funds to its employees as performance-based bonus (PBB).

A total of 3,654 TESDA employees all over the country were entitled to the PBB following a stringent evaluation of their performance at work for the year 2012. For this, the agency received P31.98 million from the Department of Budget and Management.

The PBB is based on Executive Order No. 80 that seeks to recognize and reward agencies and employees for exemplary performance in government.

This covers all state workers, including those working in government-owned and controlled corporations and those in state universities and colleges.

"This evaluation tool will help strengthen the accountability of public offices and public servants to perform their mandated duties," Villanueva said.

"We hope to inspire the best performers to continue their exemplary work in office and be a model to their colleagues, and prod the others to work even harder," he added.

The PBB features a system of ranking bureau or delivery unit, and personnel within a department or agency according to their contribution to their respective department as measured by their major outputs, support to the President's programs, and good governance conditions.

Agencies are required to fulfill all the good governance conditions set by the Inter-Agency Task Force on the Harmonization of the National Government Performance Monitoring, Information and Reporting Systems.

For 2012, TESDA received a "Best" rank with a rating of 95 percent based on the Department of Labor and Employment (DOLE) Performance Management Team evaluation. TESDA is an attached agency of the DOLE.

Through the PBB, employees ranked as “best” in a best-performing office  got as much as P35,000.  Employees who got a "better" ranking received P20,000, while those ranked "good" got P10,000. The lowest bonus received by some of the employee was P5,000.

Budget Secretary Florencio Abad earlier said that awarding of bonuses to deserving employees and institutions is in line with the President’s directive to harmonize all performance-based management systems in government.
