Recognizing their crucial role in the management of the technical vocational educational and training (TVET) in the country, executives of the Technical Education and Skills Development Authority (TESDA) are going back to the classroom to further sharpen their skills in becoming better managers.

The 50 directors selected from the agency's regional and provincial offices all over the country will train for 21 days in Manila and Singapore starting this month.

"The training is a proven gameplan that will offer our directors an enriching experience being in the forefront in the management and supervision of TVET throughout the archipelago," Secretary Joel Villanueva, TESDA director general said.

"We need to enhance the leadership capabilities of our directors to cope with the dynamic and fast-paced structural and technological changes happening in the local and global workplace," he said.

The Leadership for Change Training Program is an initiative of TESDA and is being supported by the Temasek Foundation, Singapore, and the ITE Education Services (ITEES), a wholly owned subsidiary of the Institute of Technical Education (ITE) based in Singapore. Temasek Foundation will be supporting the program with a grant of about US$382,000.

For this program, focus would be on the following areas: Workforce Development and the Role of TVET; Leadership and Management for Organizational Excellence; Curriculum Development and Delivery; Management of TVET Institutions; Branding and Marketing of TVET Programs; and, Resource Management and Development.

The training will be highly interactive, experiential and hands-on. There will be formulation of action plan, presentations, sharing sessions and learning journeys to provide participants with first-hand knowledge on best practices adopted and lessons learned in the transformation of TVET in Singapore.

Villanueva said the participants will also be given the chance to interact with senior ITE management staff, lecturers and students to better get to know and appreciate the culture, systems and processes, which make the ITE a world-class institution.

After the training, the lead directors will impart their learning to the other directors in TESDA through a series of Post-training Sharing Workshops.  ITEES consultants will be present to provide further input on TVET matters.  Each lead director will also submit an action plan for a specific project for his/ her area of influence as an application of the learning gained from the training.

"We want engagement and commitment, thus we are investing in training. When it has sufficient payback, we can say we have made another worthy step toward improving TVET in the country," Villanueva said.

Temasek Foundation is a non-profit philanthropic organization set up by Temasek, an Asia investment company with headquarters in Singapore, to support the building of human and social capital towards the development of communities in Asia. The foundation works with partners to support programs that develop people through health care, education and research; programs that build bridges between peoples; programs that build institutions of excellence through governance and ethics; and programs that rebuild lives and livelihood affected by natural disasters.

ITE is the largest single national post-secondary institution focused on TVET and provides career in technical education in Singapore at the technician or semi-professional level, and the principal authority for national occupational skills certification and standards. In 2003, ITE incorporated ITEES as its wholly owned subsidiary, responsible to share ITE’s success story in TVET with the international community.

To date, ITEES has carried out numerous consultancy and training sessions in more than 20 countries.

Prior to this management training, Temasek Foundation and ITEES have assisted TESDA in the training of 60 lead TVET trainers in the development of printed and e-learning materials and the conduct of multiplier training for additional 680 trainers across the country. The first program was implemented in 2010, and has concluded successfully.

Recognizing the importance of the partnership and bond that ties the Philippines and Singapore, the Singapore Ambassador to the Philippines Hirubalan VP; Mr. Tony Tan Caktiong, Board of Director of the Temasek Foundation and Chairman and CEO of Jollibee Foods Corporation; Secretary Joel Villanueva, TESDA Director General; and other officials of TESDA, Temasek Foundation and ITEES were all present to grace the training program’s opening ceremonies.
