In behalf of the Technical Education and Skills Development Authority (TESDA), I would like to congratulate the members of the Senate and the House of Representatives for steadfastly working to pass the Sin Tax Reform Bill, a measure certified urgent by President Benigno Aquino III, and signed into law.

Fears have been raised that tobacco farmers would lose their jobs because of the expected decline in local consumption in the next few years due to increased cigarette cost.

Hoping to minimize its impact on the farmers and farm workers, Section 9. (Transitory Provision) of the law institutionalized a mechanism of support for them through training and retooling programs, which will be funded from 2014 to 2017.

TESDA has qualifications or courses in place that are relevant to farm workers to help them develop and specialize in new skills to get their foot in the door for new jobs or livelihood opportunities.

Qualifications related to agriculture, horticulture, agri-fisheries, food manufacturing, among others are available to help our farm workers shift gears without necessarily displacing them from the work they have known for many years.

The trainings will arm them with invaluable knowledge and hands-on experience to get by and adapt to the changes brought about by the new law.
