Private partners join hands with the government in making technical-vocational education and training (TVET) programs an important component of the country's workforce development efforts.
Through the years, the Technical Education and Skills Development Authority (TESDA) has linked with them and made them collaborators in pushing forward the tech-voc agenda to put the youth, workers and returning overseas Filipino workers through training, equip them with skills and bridge them to decent and sustainable jobs.
For 2014, the Delta Earthmoving Inc. was feted as the national winner of the annual TESDA Kabalikat Awards.
Based in Region II and established in 2003, Delta is a premier contractor in mining, quarrying, civil works and equipment rental.
From 2011 to 2013, Delta conducted numerous center-and community-based training programs in Heavy Equipment Operation. During the period, more than 670 individuals were trained and assessed, 140 of these were under the Apprenticeship and Learnership Programs. For these trainings, Delta has shelled out around P3.7 million in investments.
Other regional winners recognized by TESDA were Coca Cola Philippines (Central Office); R.A. HAO Training Development Center Foundation (Region XI); Hinatuan Mining Corporation (Caraga Region); Sumi Philippines Wiring Systems Corporation (Region III); and, Toyota Motors Philippines Foundation Inc. (Region IV-A).
Coca Cola Philippines tapped TESDA for its 5by20 Program, aimed at empowering five million women all over the world by 2020.
In the Philippines, this was carried out through the implementation of the STAR Program (Sari-Sari Store Training and Access to Resources) that help women retailers overcome the barriers they face to business success by providing them relevant training and technical support.
The STAR Program aims to economically empower 200,000 women sari-sari store and carinderia owners and operators by year 2020. It has helped improve the lives of more than 23,000 women micro-entrepreneurs in 25 cities and provinces all over the country since its launch in 2011. So far, Coca-Cola Philippines has allocated more than P30 million for this program.
As TESDA’s partner for the past six years, the R.A. Hao Foundation allotted more than P600,000 from 2011 to 2013 for different activities related to tech-voc training programs. In the same period, R.A. Hao trained 834 individuals in Automotive Servicing, with 100 percent of these graduates finding employment after the program.
Hinatuan Mining Corporation (HMC) gave some 650 families free livelihood and skills training, and employment assistance. Over the past three years, Hinatuan, in partnership with TESDA, has produced more than 400 graduates in different tech-voc courses like Heavy Equipment Operation, Beauty Care, and Commercial Cooking, and provided employment to about 130 trainees under their summer job program.
HMC has been instrumental in the conduct of the Dual Training System program between the Provincial Training Center in Surigao del Norte (PTC-SDN) and Panasonic Precision Devices Philippines, Corp. It has also invested more than P1 million for the establishment of the Electrical Installation Maintenance Workshop of the Provincial Community Training Center in Placer, Surigao del Norte.
Focused on its visions to be globally competitive in terms of safety, environment consciousness, product quality and cost, and service delivery, Sumi Philippines worked to have a highly competent and satisfied workforce. Sumi has been a steady partner of TESDA and has been implementing the Apprenticeship Program since 2012.
For the past three years, Sumi Philippines has trained more than 800 workers in Wire Harness Assembly, Wire Processing-Automatic Cut and Crimp Operation, and Wire Processing-Crimping, Splicing Operation. It has also provided employment assistance to 828 individuals. It has also invested some P3.6 million for the construction of training rooms and the purchase of various equipment for its Apprenticeship Program.
Toyota Foundation has been a partner and supporter of TESDA for the last five years. From 2012-2013 alone, it donated close to P13 million in various automotive tools and training aids such as automobiles, engines, parts and accessories to improve training delivery to various institutions such as the College of Technological Science in Cebu, the Mariano State University in Ilocos Norte and the Lingayen Technological Institute in Pangasinan.
