Help still comes to residents of Bulacan displaced years ago by the NorthRail project.
Through the Technical Education and Skills Development Authority (TESDA), the Kabayan Foundation, and the Adamson Integrated Community Extension Services (ICES), livelihood and skills training were given to 174 individuals to help them find their footing in their new homes.
The training program, which ran from May to July this year, was coursed through the TESDA Specialista Technopreneurship Program (TSTP), which offered beneficiaries courses they want to enroll in and then grouped them according to their specialization in order to provide services to households and communities.
The beneficiaries came from members of the Northville Homeowners Association in Bulacan, which covered the towns of Marilao, Balagtas, Guiguinto, Calumpit and the two cities of Malolos and San Jose Del Monte.
TESDA’s Bulacan office helped screen the trainees.
TESDA provided P1 million fund from the Training for Workshop Scholarship Program (TWSP) for the training of the relocatees.
“When we relocate people, we uproot them from their source of income, that’s why there is always strong resistance. There should be support for the alternative means to earn in their new homes,” Secretary Joel Villanueva said.
“Even if the Bulacan folks have been in the relocation site for few years now, they need to continuously learn new skills to give them more opportunity to create livelihood in their new community or apply for jobs,” Villanueva, TESDA Director General, added.
The courses offered to the trainees were on Beauty Care, Massage Therapy, Appliance Repair and Hairdressing. A total of eight trainers were hired to facilitate the program.
After finishing their respective courses, the graduates were provided with starters kits for them to immediately start a living. TESDA coordinators and the local government unit will monitor the progress of the TSTP beneficiaries.
The Northville residents were among the families affected by the implementation of the 76.4-kilometer NorthRail project in 2005, which were given in-city relocation.
At least 40,000 families were displaced by the project that ran from Caloocan City to Clark Field in Pampanga.
