A multipliers’ skills training program in heavy equipment operation (HEO) for several indigenous communities was recently conducted by TESDA Davao del Norte. 

The opening ceremony was held on November 11 in Kapatagan Integrated School Gymnasium in Barangay Gupitan, Municipality of Kapalong. Through the collaboration of the local government unit of Kapalong, the barangay officials, the tribal Datu or chieftain as well as the assistance of 534th Engineering Brigade, 15 indigenous peoples and 15 men in uniform were selected for the HEO training. 

According to TESDA, this was the first time that IPs in the area will operate HEO equipment under the guidance of fellow IPs. The culminating activity of the training will be applied to the construction of the proposed 18-kilometer road project, farm to market road from Kapatagan to Aninipot Road, Municipality of Kapalong. This infrastructure development is seen to improve IPs’ connection with the society and the government as they have been ruled by communist terrorist groups (CTGs) for decades due to government’s lack of presence in the area. 

The skills training program is in line with President Rodrigo Duterte’s directive under Executive Order No. 70 ‘Whole-of-Nation-Approach (WONA) to prioritize the vulnerable sector especially the Indigenous People. TESDA is the lead agency of the Poverty Reduction Livelihood and Employment Cluster (PRLEC) under the National Task Force to End Local Armed Conflict. Other PRLEC member-agencies involved in this program are the Department of Environment and Natural Resources, Department of Trade and Industry, Department of Public Works and Highways, the Provincial Government of Davao and LGU Kapalong.
