In a bid to revive and further empower Community Training and Employment Coordinators (CTECs) as primary TVET advocates in their respective communities, the Technical Education and Skills Development Authority (TESDA) organized a National Assembly for CTECs last April 23 to 25 at the Metrocentre Hotel and Convention Center, Tagbilaran City, Bohol.
Based on the Department of Interior and Local Government (DILG) Memorandum Circular (MC) No. 2003-174, CTECs are identified as regular Local Government Unit (LGU) personnel who are focal persons trained by TESDA to plan, organize, manage, and monitor community-based training and enterprise development (CBTED) programs at the LGU using the CBTED methodology. They work on full-time basis and require authority/legal personality in the communities to be able to efficiently perform their duties.
More than 300 CTECs from across the country attended this year’s National Assembly, continuing what has been set last year. During the previous assembly, the attendees validated CTEC Competency Standards (CS), drafted Competency Assessment Tools (CATs) for CTECs CS, and mapped CTEC networks.
Thirty-one per cent (31%) of the total active CTECs per province were convened by the Agency to identify and map their current competencies vis-à-vis validated CTECs CS; recognize the established regional CTEC associations; and formulate strategies to activate and/or establish CTECs in all municipalities/cities.
These activities are in line with TESDA Director General Secretary Isidro S. Lapeña’s directive on ensuring that everyone, especially those in the lower strata of the society, are reached and provided with skills training and a job and livelihood after. He further emphasized in his speech the importance of CTECs in relation to poverty reduction and peace and order in society, calling CTECs new champions and heroes.
Former TESDA Director General Edicio G. dela Torre graced the event as well. He discussed the need to professionalize the CTECs. As a TESDA Elder, dela Torre swore to office the elected officers of the newly established Philippine Federation of CTECs.
At the same time, Deputy Director General Rosanna A. Urdaneta gave a lecture on Community-Based Training and Enterprise Development Methodology and its significance to the modern times, while OIC Deputy Director General Gaspar S. Gayona discussed rural employment generation for social equity.
Dr. Glenn Dolorites, representing Gov. Edgar Chatto, Regional Director Leocadio Trovela, representing Undersecretary Epimaco Densing III of DILG, TESDA Regional Director Toni June Tamayo, and Provincial Director Joel Pilotin were also present.
To further empower the CTECs, capacity building activities shall be scheduled for them starting this June based on the results of the training needs analysis (TNA) conducted during the Assembly. The CTEC Training Regulation (TR) is also expected to be promulgated this year.
Meanwhile, in support to the implementation of CBTED and to CTECs, Director Trovela said that they will revisit and update their department memorandum circulars accordingly.
