The Technical Education and Skills Development Authority (TESDA) Cagayan Valley held last Thursday, March 21, a dialogue with the officials of the Department of Public Works and Highways (DPWH) and the contractors and construction firm owners in the region.

The Regional Director of DPWH himself, Engr. Melanio C. Briosos, attended the said forum. While TESDA was headed by Dr. Nestor C. Ave, the Acting Regional Director, together with Dr. Demetrio P. Anduyan, Jr., the Provincial Director of Isabela; Dr. Romeo O. Talosig, the Provincial Director of Cagayan, Dr. Diosdado Escalante of the Province of Batanes and Ms. Fatima G. Carag, the OIC-Regional Operations Division Chief.

Dr. Nestor C. Ave presented during the forum the actions of TESDA as response to the need for skilled workers under the Build, Build, Build program. Director Ave for his part encouraged the contractors to work cooperatively with TESDA and DPWH to address gaps especially the dearth of available workers for the Build, Build, Build. Further, he encouraged them to apply as training providers and assessment centers.

Prior to the forum, TESDA Region 2 already conducted a survey on the needs of the construction industry throughout the region. The demands are high for carpenters, masons, laborers, heavy equipment operators and welders.

Meanwhile, to address the need in the province of Isabela, it launched its own program called TOWER PLUS for the Build, Build, Build Program or the Training of On-site Workers as an Emergency Response for the Build, Build, Build program. The program is a result of consultations with the construction sector initiated by the province. TOWER PLUS as a program aims to address concerns with regard to the Build, Build, Build program. The program includes on-site training of workers, on-site assessment and the aggressive campaign for TVI’s and the construction companies to open more TVET programs to address the need. Several companies have responded positively to the call of TESDA Isabela and they are now on the process of preparing their application to offer programs under the construction sector. Aside from the TOWER PLUS program TESDA Isabela also has the so-called TIPS or TVET Investment Process Seminar which encourages the private sector to invest in TVET as training schools.
