Sa 4th High Officials Meeting on SEA-TVET, muling inilatag ni Mamondiong ang paglikha ng ASEAN TVET Development Council

Iginiit kahapon ni Technical Education and Skills Development Authority (TESDA) Secretary/Director General Guiling “Gene” Mamondiong ang panukala ng TESDA para sa paglikha ng Association of Southeast Asia Nation Technical Vocational Education and Training  (ASEAN TVET) Development Council para mapabilis ang koordinasyon ng mga aktibidades ng TVET sector sa ASEAN region.

“Sooner or later, our countries and our region will feel the bulk of the impact of Industry 4.0. The creation of new jobs, the loss of old ones due to automation, the demand for higher-level skilled workforce – all these must be considered in our national, as well as regional, strategies to ensure that TVET remains vibrant, relevant and capable of producing globally-competitive skilled workers,” paliwanag ni Mamondiong.

Ang panawagan ni Mamondiong ay kanyang ipinarating sa 11 miyembro ng SEA  sa  talumpati nito sa pagbubukas ng High Officials Meeting (HOM) on SEA-TVET na ginanap sa Philippine International Convention Center (PICC).

Aniya, ang panukalang konseho ang siyang magiging oversight at pangunahing coordinating body para sa mga TVET sector sa ASEAN.

Ang 11 SEA countries ay ang Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand, Timor Leste at Vietnam.

Unang inilatag ni Mamondiong ang nasabing panukala sa kanyang pagdalo bilang keynote speaker sa 3rd Edition of the Global Education Supplies and Solutions (GESS) Exhibition Conference  na idinaos sa Jakarta Convention Center sa Bali,  Indonesia noong September 27-28, 2017.

Sinabi nito na ang pagho-host ng Pilipinas sa ika-4th  HOM on SEA-TVET  ay isang magandang pagkakataon para sa mga regional TVET partners na ihanda ang ASEAN sa pagtugon sa Fourth Industrial Revolution o Industry 4.0, isang global technological phenomenon na malaki ang idudulot sa paggawa, employment, at edukasyon.

Gayunpaman, sinabi ng TESDA chief  na bago ito, kailangan na paigtingin muna ang pagkakaunawa ng mga  mamayan ng ASEAN  tungkol sa Industry 4.0 at ang ibubungang epekto nito.

Sa idinaos na press conference pagkatapos ng opening ceremonies, ibinunyag ng Director General ang plano ng TESDA na magsagawa ng serye ng mga ‘appreciation seminars’ para sa mga miyembro ng media upang maintindihan nila ng husto ang Industry 4.0 at kung paano makakatulong ang TVET sa paghahanda  at pagtugon ng gobyerno sa magiging epekto nito sa mga manggagawa at sa ekonomiya.

“You cannot wait until a house burns down to buy fire insurance on it. We cannot wait until there are massive dislocations in our society to prepare for the Fourth Industrial Revolution,” ani Mamondiong said, citing Robert J. Schiller, the 2013 Nobel laureate in economics and currently a Yale University economics professor. 

Ang tema ng 4th HOM SEA-TVET ay “Moving Together Towards TVET 4.0”.  Ito ay ginanap mula Setyembre 4-5, 2018 kung saan naging katuwang ng TESDA sa pag-oorganisa sa nasabing pagpupulong ang Department of Education (DepEd).

Kabilang din sa mga co-organizers ang South East Asia Ministers of Education Organization (SEAMEO), gayundin ang mga Centers nito na kinabibilangan ng  SEAMEO Voc-Tech Regional Center, SEAMEO-Southeast Asian Regional Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) at ang  SEAMEO Regional Center for Educational Innovation and Technology (Innotech).

Ang kauna-unahang  HOM on SEA-TVET ay ginanap sa  Bangkok, Thailand  noong Agosto  23-26, 2015; ang pangalawa ay sa  Bali, Indonesia, noong  Mayo 12-14  2016; at ang pangatlo ay sa Kuala Lumpur, Malaysia, noong Mayo 23-25, 2017.

Ang mga kalahok sa HOM on SEA-TVET ay ang mga matataas na opisyal ng Ministries of Education, Labor and Employment, Science and Technology at Higher Education at mga kinatawan ng mga development agencies at iba pang katuwang sa labas ng rehiyon.

Ang nasabing pagpupulong ay dinaluhan ng may 180 representatives kabilang ang mga miyembro ng media, ASEAN Secretariat, Deutcsche Gesselchhaft fur International Zusammenarbeit (GIZ), UNESCO, German Academic Exchange Service (DAAD), Regional Association for Vocational and Technical Education in East and Southeast Asia (RAVTE) at ang Asian Development Bank.
