A two-day capacity building workshop will be co-hosted by the Technical Education and Skills Development Authority (TESDA) and the International Organization for Migration (IOM) at the Sofitel Philippine Plaza Manila on October 16-17, 2017.
The workshop supports the implementation of the ASEAN Guiding Principles, which is a set of guidelines to recognize the competencies and skills of workers from the different ASEAN Member States (AMS).
“We need to make sure that our workers’ qualifications are properly recognized in ASEAN countries to guarantee that they will end up doing the jobs that match the skills that they have,” according to TESDA Secretary Guiling “Gene” A. Mamondiong.
“For a welder, chef or IT professional from the Philippines to compete with those from Singapore, Thailand or Malaysia, their credentials will have to be at par with their foreign counterparts and potential employers should also be able to clearly understand our workers’ capabilities,” explained Mamondiong.
The Secretary further said that the activity will give an opportunity for TESDA to better to look into its own assessment and certification system, and compare these with the systems of other AMS.
With the ASEAN integration in place, increased mobility and exchange of labor is expected within the region and as the authority in TVET in the country, TESDA has been actively involved in pursuing the development of the national qualifications framework that is comparable to the qualifications frameworks of other AMS.
The ASEAN Secretariat, Officials of IOM, ASEAN delegates, local participants from TESDA and industry representatives will participate in the workshop that will involve practical exercises simulating the use of the guidelines and focus particularly on those AMS that have only recently developed or are still in the process of developing national qualifications frameworks and national skills standards.
The workshop will allow the AMS to present the key aspects of their respective certification and qualifications systems, quality assurance and quality indicators, and share information on the quality assurance arrangements in each AMS. It also aims to provide an opportunity for AMS to self-assess against the ASEAN Guiding Principles and identify any areas of improvement.
The ASEAN Guiding Principles for Quality Assurance and Recognition of Competency Certification Systems, or the ASEAN Guiding Principles, were developed in 2016 to provide a practical set of guidelines that can be used as a reference tool in conducting cross-border recognition and quality assurance of workers’ competencies and skills.
These ASEAN Guiding Principles aim to provide the basis for developing trust and understanding of national frameworks and competency certification systems of all ASEAN Member States, and to provide principles and protocols for developing processes for recognition of these systems.
