Technical Education and Skills Development Authority (TESDA) Director General/Secretary Guiling “Gene” Mamondiong has ordered the hiring of assessors to the government agency.
Mamondiong said that the move was based on the manifesto of the Association of the Philippine Licensed Recruitment Agencies which deploys domestic workers abroad.
According to the private recruitment industry associations, household service workers could not be deployed to their destinations abroad due to the lack of assessors who will evaluate them.
Domestic workers are also asked to obtain the National Certificate (NC) II based on the requirements of the Philippine Overseas and Employment Agency (POEA) for their deployment overseas.
Mamondiong clarified that the TESDA has not changed its curriculum and that the government only enforces the appropriate grade of status of assessment for overseas Filipino workers so that they would not be criticized for lack of skills.
One of the reasons why the number of household service workers in Metro Manila has gone up is because many applicants from the provinces take their assessment in the National Capital Region.
Mamondiong has said that hiring more assessors and trainers in TESDA would easily check the quality of skilled workers who are bound abroad.
Applicants who wish to become assessors are required to submit the following: 1. “letter of intent of the prospective assessor; 2. filled-up application form (with picture); 3. certificate of employment indicating compliance to the requirements of at least two (2) years work or teaching experience; (for trainer-assessor) photocopy of NTTC (National TVET Trainer Certificate) Level 1” or COC in Conduct Competency Assessment (for assessor only).
They may submit the documents or requirements to the nearest regional or provincial office of TESDA.
