The Technical Education and Skills Development Authority (TESDA) has earmarked P50 million to train and retool a total of 9,295 workers in the semi-conductor and electronics sectors to keep them geared up for the demands of the industry.
The training and retooling program was recently formalized in a memorandum of agreement signed by TESDA Director General Joel Villanueva and the Semiconductor and Electronics Industries of the Philippines Inc. (SEIPI) headed by its president, Norberto Viera.
Villanueva said TESDA will infuse P50 million worth of scholarship vouchers under its Industry-based Training for Work Scholarship Program “to create a pool of qualified, globally-competitive and job-ready workforce” needed by the sector.
Of the 9,295 target beneficiaries, 3,045 will come from existing workers who will be trained for productivity and technology enhancement, and 6,250 will come from the new entrants, who will be trained as production workers. The number of target beneficiaries could still change based on the finalized qualification map.
“TESDA will allocate the scholarship vouchers worth P50 million to SEIPI within the duration of the project. This augurs well for the government’s thrust of public-private partnership to augment limited government resources and share expertise in delivering services to the public,” Villanueva said.
SEIPI is the umbrella organization for the semiconductor and electronics industry in the country.
Under the deal, SEIPI made a commitment that six out of 10 of the beneficiaries will have jobs within six months to one year from their graduation.
It will also establish a Training Development Fund to be generated by setting aside 20 percent of the total training cost for each scholar who will be hired. The fund will be used for future trainings of existing workers, pre-employment and retooling of incoming workers in the semiconductor and electronics sector and for the promotion of training programs.
SEIPI will tap its member companies for the allocation of the vouchers, and these companies will in turn engage the services of the Advanced Research and Competency Development Institute (ARCDI) to undertake the training based on the programs to be indicated on a qualification map to be drawn up by TESDA and SEIPI.
TESDA in turn will provide the venue within its complex to start the implementation of the program.
