Beneficiaries of TESDA TRAINING TRABAHO Programs numbering to more than 700 from different municipalities in Cagayan received their certificates from Secretary Joel Villanueva in one of the farthest venues Sec Joel has attended to; in Aparri Cagayan. More than 2000 people gathered in the Aparri Gym to witness this historic event as residents claim only few national government leaders has visited their place. Sitting in the mouth of the longest river in the country, the Cagayan river, Aparri is the northernmost part of province near the Babuyan channel.
Other than the certificates, beneficiaries of the TESDA Special Training for Employment Program (STEP) also received their toolkits from Sec Joel who were accompanied by TESDA personnel in the area and local government officials.
