20 % - Oversees and manages the operations and activities of the TESDA Provincial Office, ensuring alignment with TESDA's mandate, strategic goals, and quality standards. This includes directing the implementation of programs and projects, managing staff and resources, ensuring compliance with national directives and local development plans, and leading the overall delivery of TVET services within the province. 20 % - Establishes and sustains collaborative partnerships with external parties and stakeholders in TVET, including local government units (LGUs), industry partners, non-government organizations, and academic institutions. Engages in consensus-building and formal agreements to support program implementation, policy advocacy, and resource mobilization for the improvement of TVET systems and outcomes in the locality. 10 % - Directs the formulation, review, and implementation of local policies and operational guidelines to support the effective delivery of TESDA programs. Provides leadership in identifying strategic human resource development priorities and ensures that policies are responsive to local needs and aligned with national directives. 10 % - Leads the planning, design, and coordination of programs and activities based on provincial development needs, available resources, and TESDA’s institutional goals. Facilitates stakeholder consultations and uses evidence-based approaches to ensure efficient and effective program planning and execution. 10 % - Supervises the execution of approved plans and activities, including the development of systems and procedures that ensure organized operations. Oversees process flows, task delegation, compliance monitoring, and reporting mechanisms for smooth and timely program implementation. 10 % - Spearheads the organization and continuous operation of the Provincial Technical Education and Skills Development Committee (PTESDC). Leads multi-stakeholder engagement and consultations to harmonize efforts, set provincial skills development priorities, and facilitate inclusive governance in TVET planning and delivery. 10 % - Monitors the outputs and evaluates the outcomes of TESDA programs and projects implemented within the province, using performance metrics, stakeholder feedback, and results-based assessment tools. Identifies gaps, provides recommendations for improvement, and ensures timely reporting and documentation of accomplishments. 10 % - Leads efforts to build a high-performing, ethical, and motivated workforce in the Provincial Office, including performance management, staff development, coaching, and fostering a culture of accountability and innovation. Promotes employee well-being, teamwork, and continuous capacity building aligned with TESDA’s core values and service excellence.
Education: Master's Degree OR Certificate in Leadership and Management from the CSC Experience: 5 years of supervisory/management experience Training: 120 hours of supervisory/management learning and development intervention Eligibility: Career Service (Professional)/ Second Level Eligibility
