10 % - Develops program by assessing first the TVET needs of an area/province and validating them with concerned groups before determining the type of program to be offered to ensure its responsiveness and relevance; 10 % - Develops project proposals/Terms of Reference by adopting the approved TOR template which includes basic components such as objectives, description, participants, training methodology, course content, resources, program duration, and other program components to ensure their feasibility, efficiency and effectiveness; 5 % - Monitors programs, projects and activities by tracking actual implementation of programs and activities against the approved Terms of Reference (TOR); 5 % - Evaluates submitted project proposals by reviewing program objectives, participants, training methodology, course content, resources, program duration, and other program components to ensure their feasibility, efficiency and effectiveness; 5 % - Evaluates applications for UTPRAS, PTQCS and other programs by validating documents submitted by the Provincial Office (PO) for completeness, accuracy and authenticity; 5 % - Presents findings and recommendations to the supervisor by preparing a written report that explains the major features of the program, gaps and recommended actions; 10 % - Conducts independent studies and researches on TVET through various methods such as surveys, desk research, interviews, etc. to serve as reference in policy and program development and to substantiate data and information to be used in official reports and documents; 10 % - Evaluates feasibility of project proposals and research studies by reviewing and analyzing the contents, objectives and resources, and their relevance to identified program priorities of the province/region; 5 % - Represents the office in official events through attendance and active participation in various technical committees and other organized bodies initiated by the appropriate national government agencies such as RTESDC; 5 % - Assists agency beneficiaries by providing accurate and complete information on programs and services, contact persons, program requirements and other relevant information; 5 % - Prepares various communications, documentation, periodic reports, technical and other research related data by providing significant and reliable information in order to convey the purpose and objective of the information to concerned recipients; 5 % - Implements quality system by initiating programs that will contribute to the effective implementation of overall quality system of the agency in the region; 5 % - Conducts compliance audit and technical inspections based on audit plan and approved audit procedures; 5 % - Initiates social marketing, advocacy and networking through conduct of orientations, career guidance sessions in public and private high schools, dissemination of school brochures and pamphlets, guesting in radio and TV programs, social media postings and announcements, meetings with various groups; 5 % - Participates and reviews the works of lower-level specialists; and 5 % - Provides secretariat services to RTESD and other organized bodies.
