10 % - Supervises and monitors the financial and administrative operations of the Office in coordination with the Financial and Administrative Services Division (FASD) by planning, monitoring and evaluating the efficiency and effectiveness of implementation of its programs, activities and projects (PAPs); Implements HR, procurement, general services and financial related policies, rules and regulations by planning, monitoring and evaluating the efficiency and effectiveness of implementation of its programs, activities and projects (PAPs); 10 % - Implements HR, procurement, general services and financial related policies, rules and regulations by planning, monitoring and evaluating the efficiency and effectiveness of implementation of its programs, activities and projects (PAPs); 10 % - Monitors and evaluates programs and services implemented by the Officer by preparing an Action Plan indicating the activities to be undertaken, expected output, resources needed, schedule of implementation and responsible person to keep track of the progress of work/deliverables to ensure accomplishment of expected output and target date of completion or effective program implementation; 10 % - Initiates measures to enhance the capabilities of the staff by determining staff competency gaps through performance evaluation and needs analysis and identifying appropriate learning and development interventions to address the identified gaps; 5 % - Analyzes financial and administrative reports of the Provincial Office; 5 % - Establishes and maintains linkages with other offices and agencies on procurement concerns by establishing open communication and maintaining a strong working relationship to achieve effective and efficient collaborative arrangements with these offices. 10 % - Ensures implementation of programs and their compliance to relevant TESDA Circulars and evaluates and recommends changes for work improvements; 10 % - Ensures the effective implementation of TESDA Quality Systems towards its continuous improvement and pursuant to ISO 9001:2015 standard requirements through consistent adherence to quality procedures and systems; 5 % - Prepares policy recommendations and guidelines relative to financial, personnel and other administrative support services by reviewing existing rules or policies to improve processes and procedures. 5 % - Recommends improvements to existing and/or introduces new system and procedures related to financial and administrative matters. 5 % - Replies to queries by evaluating issues and concerns for clarification and for uniform interpretation of related government rules and regulations. 5 % - Advises the Provincial Office staff on administrative and financial matters by conducting orientations or consultations to be able to come up with a uniform interpretation of related government rules and regulations; 5 % - Assists in the preparation of Commitment and Review Form in coordination with FASD and the Provincial Director; and 5 % - Performs other related tasks that may be assigned from time to time.
