OFFICE: HUMAN RESOURCE MANAGEMENT DIVISION, ADMINISTRATIVE SERVICE (HRMD-AS), TESDA CENTRAL OFFICE
SALARY: SG-24 (PhP 94,132.00) PERA: Php 2,000.00

THE HIREE WILL BE RESPONSIBLE FOR THE FOLLOWING:

35 % - Manages the implementation of HRM programs, projects, and activities focusing on the core HR systems: Recruitment, Selection, and Placement (RSP); Learning and Development (L&D); Performance Management (PM); and Rewards and Recognition (R&R). 15 % - Develops, implements, and monitors HR policies, guidelines, and procedures related to HRM/HRD, ensuring alignment with existing rules, consulting with HR focal persons, and engaging stakeholders to enhance HRM processes. 10 % - Oversees the Human Resource Information System (HRIS) and the administration of payroll, ensuring data accuracy and completeness while facilitating system upgrades and process improvements. 5 % - Ensures the effective implementation of TESDA’s Quality Systems for HR management, focusing on continuous improvement and adherence to ISO 9001:2015 standards through compliance monitoring and evaluation. 5 % - Facilitates the administration of non-degree foreign scholarship training programs in coordination with bilateral and multilateral sponsors, NGAs, LGUs, and other stakeholders, ensuring alignment with HR development goals. 5 % - Provides technical and administrative assistance on HR management-related matters, offering relevant information, guidelines, and recommendations as needed. 10 % - Supervises and coordinates HRMD staff, monitoring individual performance, providing coaching and mentoring, and addressing developmental needs to enhance work outputs. 5 % - Develops capacity-building programs for HRMD personnel to enhance skills, knowledge, and competencies in HR management, aligned with HRMD goals and strategies. 5 % - Serves as the secretariat for TESDA committees related to HRM, ensuring efficient coordination, documentation, and implementation of committee activities. 5 % - Performs other related tasks that may be assigned from time to time, ensuring compliance with TESDA’s mandates and HRMD objectives.

Education: Master’s Degree OR Certificate in Leadership and Management form the CSC Experience: 4 years of supervisory/management experience Training: 40 hours of supervisory/management training Eligibility: Career Service Professional / Second Level Eligibility

  • Copy of previous appointment for TESDA applicants or applicants from other government agencies;
  • List of at least five (5) references with complete contact details and email addresses for the following categories:
    • Superior
    • Peers
    • Subordinates (if applicable)
    • Clients (if applicable)
  • Certified true copy of transcript of records/diploma;
  • Authenticated copy of Eligibility by CSC or PRC;
  • Awards related to Performance (proof of evidences in the form of citation, medal, plaque, for awards/rewards received) (if applicable);
  • Expert Services (Resource Person/Speaker/Moderator/Panelist) (if applicable); and
  • Committees/ TWGs Participation (proof of evidences in the form of memorandum, office order, and/or certification/certificates) (if applicable)
