15 % - Assists the Chief TESD Specialist in directing, supervising and coordinating the operations and activities of the division; 5 % - Undertakes and recommends to the Chief TESD Specialist systems and procedures to ensure efficient and effective program implementation; 10 % - Supervises the management of technical cooperation of TESD programs/projects and other local and international bilateral labor agreements including Missions/Exposure/Study Visits and/of conferences; 10 % - Supervises the initiation and/or approval of Agreements/Understanding/teaching cooperation with appropriate offices; 10 % - Prepares reports and supervises the planning and coordination of international and regional programs of APEC, ASEAN, SEAMEO, ASEM; 5 % - Provides technical support in the conduct of capability building programs on policy, planning, and research; 10 % - Develops/Reviews project proposals/concept notes for local and international funding assistance; 5 % - Prepares budget proposal, Work and Financial Plan and periodic reports of the Division; 5 % - Conducts researches on Official Development Assistance (ODA)/ special projects/technical cooperation arrangements for external funding assistance; 10 % - Prepares and reviews communications, reports, minutes of meetings and documentation reports; 5 % - Participates/Attends inter-agency/multilateral/bilateral meetings/for and/or conferences; 10 % - Performs other related functions as needed.
