OFFICE: HUMAN RESOURCE MANAGEMENT DIVISION (HRMD), ADMINISTRATIVE SERVICE (AS), CENTRAL OFFICE
SALARY: SG-24 Php83,406.00 PERA: P2,000.00 RATA: P10,000.00
 
THE HIREE WILL BE RESPONSIBLE FOR THE FOLLOWING:
 
• 20% Manages the implementation of HRM/HRD program, projects and activities in the following HR functions: Recruitment, Selection and Placement, Learning and Development, Performance Management, Recognition and Rewards, Leave and Payroll Administration and Human Resource Information System;
• 10% Provides staff advice and assistance on matters related to human resource management;
• 10% Establishes and maintains linkages with other offices/agencies engaged in HRM/HRD work;
• 10% Monitors and evaluates the work performance of the HRMD staff for the effective and efficient programs and service delivery;
• 10% Develops/Writes work standards/procedures/guidelines in human resource management;
• 10% Provides technical and administrative assistance to other offices and units on matters related to human resource management;
• 10% Prepares, reviews and endorses the written communication documents on HRM/HRD matters;
• 10% Oversees the secretariat work in HRMD for different committees;
• 5% Acts as member of the Human Resource and Administrative Support Committee under the National QMS structure and as such ensures the updating and maintenance of the Personnel Information System (PIS), as a sub-component of the Human Resource Information System (HRMIS) as well as the 201 files to include the Personal Data Sheet (PDS) and specific job description of concerned personnel and ensures that personnel hired/placed are highly qualified and competent; and
• 5% Acts as the Focal Person on Human Resource under QP06; Human Resources Quality Standards Systems (NQSS) Procedures Manual for the effective implementation of the TESDA Quality Management System 
 
JOB QUALIFICATIONS OF THE HIREE ARE:
 
Education: Master’s degree OR Certificate in Leadership and Management from the CSC
Experience: 4 years of supervisory/management experience
Training: 40 hours of supervisory/management learning and development intervention 
Eligibility: Career Service (Professional)/Second Level Eligibility

• With proven competence in managing office workflow
• Knowledgeable with Civil Service rules and regulations
• Good in oral and communication skills
• Computer literate, and

• Duly Accomplished Personal Data Sheet with Work Experience Sheet (CSC Form 212, Revised 2017);
• Service Records;
• List of supervisory/managerial and other training programs attended indicating the no. of training hours together with the certified photocopies of training certificates;
• Performance Evaluation System (PES) Ratings for Calendar Year 2018, January to June 2018 and July to December 2018 for outside applicants or Individual Performance Commitment Review (IPCR) ratings for July to December 2018 and January to June 2019 for TESDA applicants or applicants from other government agencies of at least Very Satisfactory Rating;
• For government employee only: a copy of previous appointment;
• Management Competence Forms to be accomplished by your Immediate Supervisor; two (2) Peers and two (2) Subordinates;
• Demonstrated Attitude and Commitment to Work to be accomplished by your Immediate Supervisor;
• Accomplishments/Achievements done during the last three (3) years to be endorsed by the Head of Office;
• Certification signed by immediate or previous supervisors indicating managerial/supervisory cumulative experience (specify day-month-year covered) with actual duties and responsibilities listed down together with the office order of designation;
• List of at least five (5) references for each category with contact details:
• Superior/Supervisor
• Peer
• Subordinate
• Client/Stakeholder;
• Certified true copy of transcript of records/diploma; and
• Certified true copy of Eligibility by CSC or PRC, CES or CSEE (if any).
