Magandang hapon po sa inyong lahat! Maligayang pagdiriwang ng ika-27 anibersaryo sa lahat ng mga kapwa ko TESDAns!
Ngayong taon, ang tema ng ating pagdiriwang ay “Pagbangon, Pag-asa at Pag-abante sa Bente Syete.”
Mahigit isang taon na ang nakalipas simula ng kumalat ang Covid-19 sa ating bansa. Marami sa ating mga kababayan ang naapektuhan, hindi lamang ang kanilang kalusugan ngunit higit ang kanilang kabuhayan. Maraming negosyo ang nagsara. Higit sa 4 na milyon ang nawalan ng trabaho. Daang libong mga kababayan nating ofws ang pinauwi sa ating bansa.
Sa sitwasyong ito, hindi natinag ang TESDA. Mas pina-igting at mas pinalawig pa natin ang ating serbisyo sa ating mga kababayan. Hindi natin alintana ang panganib ng Covid upang makapagsilbi. Sa kasamaang palad, may mga kasamahan tayong naging biktima at nasawi dahil sa pandemya. Sa kanilang alaala, iaalay natin ang ating mas masigasig na serbisyo. Patutunayan natin, na sa likod ng takot at hamon na dala ng coronavirus, hindi tayo mapipigilan sa paglilingkod.
Hanggang sa kasalukuyan, tayo ay pinagkukuhanan ng pag-asa ng ating mga kababayan.
Sa pagkakataong ito, nais kong batiin ang lahat ng mga nagpakita ng kahanga-hangang serbisyo sa bayan—ang mga TESDA Model Employees at ang ating mga Organizational Awardees—ang pinakamahuhusay na mga training institutions, ang ating mga galing probinsya awardees, at ang mga best regional offices. Nais ko ring batiin ang ating mga kabalikat awardees na pinangungunahan ni Senator Bong Go.
Sa ngalan TESDA, nagpapasalamat ako sa inyong lahat. Mabuhay ang ating mga awardees!
At this point, on behalf of the dedicated officers, men and women of the Technical, Education and Skills Development Authority, it is my honor to report to our beloved President, Mayor Rodrigo Roa Duterte, the significant work that we, as an agency, have done for the Filipino people.
There is no better time than today to report the milestones that we have achieved as TESDA celebrates its 27th founding anniversary.
Mr. President, since you assumed office in 2016, the priority goal you have set for your administration was clear and simple, but a challenging one – to provide a comfortable life for all.
When you appointed me as TESDA’s Director General on October 30, 2018, I emphasized the same direction – for TESDA to be able to serve our kababayans, with the primary goal of making their lives exactly as you envisioned it to be – comfortable.
With TESDA’s mandate to provide relevant, accessible high-quality, and efficient technical vocational education and training, TESDA indeed plays a crucial role in making the Filipinos’ lives comfortable.
I take this opportunity to thank you, Mr. President, for signing in 2019, the Executive Order No. 83. This ordered the adoption of the National Technical Education and Skills Development Plan or “NTESDP of 2018-2022” as the nation’s blueprint for TVET. This further affirmed your commitment and support to the TVET sector.
The plan is being implemented thru a two-pronged strategy: TVET for global competitiveness and workforce readiness, and TVET for social equity and poverty reduction. By undertaking this two-pronged approach, the NTESDP guides us to be forward-looking, to ensure that we meet the skills needs of our constituents now and in the future, as well as to ensure that we do not leave anyone behind in providing quality TVET programs, especially to the vulnerable and the marginalized. It envisions a “vibrant quality tvet for decent work and sustainable inclusive growth.”
The NTESDP was the by-product of our collaboration with stakeholders from different government-academe-industry players.
Within your term, Mr. President, TESDA, together with partner institutions, trained more than 10.5 million individuals, and produced more than 9.8 million TVET graduates. 6.6 million of our graduates were also certified as skilled and competent.
More than two (2) million enrollees and 1.8 million graduates availed of TESDA’s scholarship programs.
Mr. President, we are glad to report that the employment rate of TVET graduates rose from 71.87 percent in 2017 to 84.15 percent in 2019.
Last year, despite the pandemic, we were able to post a 70.51 percent employment rate. This means that seven out of ten graduates gained employment after their training. 65.37 percent of the graduates are wage employed while 31.11 percent are self-employed.

To ensure the readiness and global competitiveness of the Filipino workforce, TESDA has developed 132 higher level qualifications. This is one way to make sure our skilled workers meet the demands of the current industry. We are also in constant collaboration with local and international stakeholders for proper benchmarking standards.
We continue to strengthen our international cooperation. We are proud to report, Mr. President, that the Philippines, through TESDA, is the inaugural chair of the ASEAN TVET Council or ATC. It was TESDA which spearheaded the approval of the terms of reference on the establishment of the ATC, hence, we were able to position the Philippine TVET in the ASEAN Region.
Our international cooperation and initiatives also brought us to the field of international competitions such as the Worldskills International. Worldskills bring together the best-skilled professionals around the world.
During the 44th worldskills competition in Abu Dhabi in 2017, and the 45th Worldskills in Russia in 2019, the Philippines brought home four Medallions for Excellence.
During the 12th ASEAN Skills Competition in Thailand in 2018, TESDA brought home a silver medal, two bronze medals and eight medallions for excellence.
While we pursue international initiatives, TESDA works even harder to develop our local workforce.
True to our guiding principle, “TESDA Abot Lahat”, we have made our programs and services more relevant and accessible.
I am glad to report Mr. President, that 60 additional training centers were established under your time. This includes the Provincial Training Center in Pigcawayan, Cotabato Province which you personally instructed TESDA to establish.
With your signing of Executive Order no. 70, the National Task Force to End Local Communist Armed Conflict or “NTF-ELCAC” has called on TESDA to be at the frontline of delivering services to the hinterlands which are mostly under the influence of communist terrorist groups.
TESDA has been tasked to chair the Poverty Reduction, Livelihood and Employment Cluster or “PRLEC”.
Sa aming pakikipag-ugnayan sa iba pang ahensya ng gobyerno at maging sa pribadong sektor, nakapag-simula na kami ng iba’t-ibang barangay development projects, karamihan ay sa mga tinatawag na geographically isolated and disadvantaged areas o “GIDAS”.
Hinirang din ng NTF-ELCAC bilang best cluster ang PRLEC noong 2020.
Ilan sa pangunahing programang aming matagumpay na nailunsad ay ang “Project TALA” o TESDA alay ay serbisyo at liwanag sa Sitio Blit, Barangay Ned sa Lake Sebu, South Cotabato.
Sa ilalim ng Project TALA, nagsagawa ang TESDA ng Photovoltaic Installation Training at nagbigay ng mga solar panels. dahil riyan, ang ating mga kababayang katutubo roon ay nagkaroon na ng ilaw sa kanilang mga tahanan.
They lived in decades of neglect. It is only during the Duterte administration that they were finally reached and served by the government. Only in your time, Mr. President.
Patuloy po ang ating pag-abot sa mga GIDAS at sa mga priority development barangays. Isa rin sa matagumpay nating proyekto ay ang Alabel food hub o bagsakan ng gulay sa Alegria, Saranggani. Tinulungan natin ang ating mga kababayan na magkaroon ng tamang skills para mapaunlad ang kanilang pagsasaka at ani. Sa ngayon, ang mga magsasaka na nakikilahok sa bagsakan ay regular nang kumikita.
Sa kasagsagan ng pandemya at sa gitna ng community quarantines, mas pinaigting pa namin ang TESDA Online Program. Mula sa 60 online courses, mayroon na ngayong 103 online courses. Mula 2020 hanggang June 2021, mahigit 1.6 milyong kababayan natin ang nag-register sa TESDA Online Program.
Sa inyong State of the Nation address noong 2020, inyo pong inatasan ang TESDA na tulungan ang mga OFWs na apektado ng pandemya. Bilang tugon, inilunsad namin ang TESDA Abot Lahat ang OFWs. Libo-libong repatriated ofws na ang nag-avail ng free skills training sa ilalim ng programang ito at nakatanggap ng free assessment at certification
Ang mga ito ay patunay kung paano naging kaagapay ng ating mga kababayan ang TESDA sa kanilang muling pagbangon mula sa pandemya.
Bilang bahagi ng national employment recovery task force, tuloy-tuloy pa rin ang pagbibigay ng TESDA ng tamang skills training sa ating mga kababayan, alinsunod na rin sa inyong direktiba nitong nakaraang SONA.
As TESDA celebrates its 27th founding anniversary, we also move towards creating opportunities to innovate our programs and services in order for the country’s workforce to meet the challenges of the 4th industrial revolution.
Mr. President, we know that much has to be done to accomplish this. As a start, we are now focused on establishing 4.0 ready TESDA technology institutions and innovation centers.
