Launching of ASEAN TVET Council at the High-Level HRD Conference September 16, 2020

Magandang hapon po sa inyong lahat. Good afternoon everyone!  

First, I wish to congratulate Vietnam for its impressive hosting of the ASEAN Chairmanship. Despite the many challenges caused by the coronavirus pandemic,  Vietnam managed to fulfill its tasks. 

Let me thank minister Dao Ngoc Dung and the Ministry of Labour - Invalids and Social Affairs for organizing this very important conference. This gives us the opportunity to talk about the pressing issues and challenges that our human resources face today.

Indeed, the establishment of the ASEAN TVET Council during the 36th ASEAN Summit last June was a landmark achievement in the Technical and Vocational Education and Training (TVET). It also marks another milestone in Human Resources Development. 

This also affirmed the increasing recognition, confidence, and support of all the ASEAN member states on the role of TVET in attaining socio-economic development.

With this milestone, it is an honor for the Philippines to serve as the inaugural chair of the ASEAN TVET Council until 2022.

As you may know, the Philippines, through the Technical Education and Skills Development Authority, was the lead proponent of the ASEAN TVET Council. 


Our country has pushed for its establishment since 2017. The proposal underwent extensive consultation, review, and endorsement by the concerned ASEAN sectoral bodies and stakeholders.

It was a rigorous process but with the guidance given by the ASEAN Secretariat, supported by the Regional Cooperation on TVET or RECOTVET Project, and by all the member states, the TVET council was finally realized.  

Before we show you a video presentation about the TVET Council,  please allow me to give a brief background why we strongly pushed for this. 

The initiative stemmed from the challenges posed by the Fourth Industrial Revolution, which was somehow just starting to gain attention back in 2017. 

However, it was the uncertainties of the digital and technological transformation that made us realize the need for a unified approach among the key players in skills development, both from the supply and demand sides. 


Digitalization, automation, and other smart technologies, including the current pandemic, are altering the employment landscapes. 

We have to respond to all these challenges with the necessary reforms in our TVET systems. It is also important that we turn any emerging issues into opportunities for innovations. 

This is the direction that the ASEAN TVET Council will be taking. The council will be the platform for cross-sectoral coordination and development, implementation and review of the TVET agenda in the ASEAN, supported by strong industry perspective. 

In the coming months, we will start defining the priorities and programs that will be part of the council’s work plan. Our priorities will include strategies to address emerging issues brought by the ongoing pandemic, the technological transformations, and other developments or disruptions. 

We will bank on our ASEAN TVET community, including businesses and industries for policy inputs, in the pursuit of our undertaking. 

We will ensure that our programs will benefit our societies and would contribute to the realization of the ASEAN Community Vision 2025, the ASEAN declaration on Human Resources Development for the changing world of work, and other ASEAN declarations on Human Resources Development. 

Our programs will also be crafted to help attain the Sustainable Development Goals on quality education and decent work. 

Our strategies will be inclusive and sustainable to provide employment and livelihood opportunities for all, especially for the disadvantaged, marginalized, and out-of-school youths. 

Let me assure you that the TVET Council will be your partner in realizing our shared vision of empowered, future-ready, and resilient ASEAN human resources.
