Magandang umaga sa inyong lahat!

Indeed, the conduct of video conferencing, instead of the usual face-to-face assembly or gathering, is among the many adjustments we have to be comfortable with as we move into the new normal.

This is also just one, among the many outcomes that have surfaced, brought by the COVID-19 pandemic.  There are so many things about the way we live, and the way we work that need to be altered. 

This is why we are all virtually gathered here today.  We have to adjust and adapt to the disruptions happening that have affected the normal way by which we deliver our services, especially with how we conduct our learning and training delivery. 

Let me thank first Director Dave Bungallon and the men and women of the National Institute for Technical Education and Skills Development for organizing this event for you, “Appreciation Course in Implementing Flexible Learning in TVET”. 

Last May 19, I signed the TESDA Circular No. 062 which provides the guidelines in implementing flexible learning, and so this appreciation course is not only timely, but is very crucial. 

I recognize that we are all navigating this new environment, and no matter how challenging this whole thing is, I know that with the proper support and training to capacitate everyone involved in TVET delivery, we will be more efficient and effective, as we go along the way. 

The Regional and Provincial Directors are also joining this appreciation course because they are the leaders on the ground.  

As such, RDs, you must all be more prepared and at the same time more knowledgeable as you extend guidance and technical assistance to the TTIs, including the TVIs.
As you all try to arrive at a single understanding and appreciation of our implementation of flexible learning modes, you must be able to establish appropriate processes to respond to the applications of the TTIs and TVIs in adopting new delivery modes.

While we adapt to the new normal, we should still ensure that quality in our processes are not compromised. 

I expect that everyone will try to grasp the presentations that the NITESD has prepared.  The framework on flexible learning in TVET is part of today’s course, including flexible learning requirements. 

The focal should have a common knowledge of the requirements from the TTIs and TVIs when they implement the flexible learning arrangements.  The application process and issuance of recognition to qualified TTIs and TVIs will also be discussed. It is very important that all regions will observe a uniform application process. 

I hope that after today’s session, we will have a smooth implementation of our flexible learning modes.  Of course, there might be some glitches along the way, as we are all transitioning to a new environment, but I would expect that these glitches would be manageable. 

Also, I expect that you will all be singing the same tune, as you guide the TTIs and TVIs in conducting their flexible learning modes. 

More importantly, after this session, I hope that all regions and provinces will now be ready to continue the TVET programs especially those funded under scholarship. 

Please listen well to the presentations and after that, just as important, please join in the discussion and bring out whatever concerns and issues you would like to address. 

As we adapt to the disruptions and challenges of this global pandemic, I would like to remind all of you - our goal remains the same - train our people for a job or livelihood after.
