Child Development Workers (CDWs) now have better access to training as the Technical Education and Skills Development Authority (TESDA) launched the TESDA Online Program courses on Early Childhood Care and Development (ECCD) Services NC III.
The courses were launched during the ceremonial graduation of ECCD trainees from the TESDA Regional Training Center – Pili, Camarines Sur last May 22, 2026. Attended by Senator Sherwin Gatchalian, TESDA Secretary Kiko Benitez, United Nations Children’s Emergency Fund (UNICEF) representative Dr. Teresita Inciong, the event highlighted TESDA’s continuing efforts to strengthen the country’s early childhood workforce through flexible and inclusive learning opportunities.
Representatives from various municipalities of Camarines Sur also attended the activity to show support for the holistic growth and development of children in their respective communities.
TESDA Secretary Kiko Benitez said the digital learning initiative aims to help more child development workers gain quality training and certification without geographical barriers. He also encouraged the graduates to get further training, and be added to the pool of much needed trainers and assessors.
“I’m excited because today we will also be launching our ECCD e-Learning Courses. May online ECCD training na tayo, para anytime, anywhere, sa pamamagitan ng cellphone o laptop, pwede mag-aral at your own pace. Sana naman, itong graduation ay hindi katapusan, kundi bagong simula. Sana po maging trainers and assessors din po kayo,” Sec. Kiko said.
Recognizing the importance of investing in the country’s early childhood workforce, Senator Win Gatchalian expressed support for initiatives that expand learning and professional development opportunities for Child Development Workers.
“Ang trabaho ng ating mga Child Development Workers ay hindi simpleng trabaho. Ito po ang isa sa mga pinakamahalagang punto ng pag-aaral ng isang bata. Kayo ang bumubuo ng pundasyon ng mga kaalaman ng mga bata. Kung mahina ang pundasyon, mahina na ang lahat,” Senator Gatchalian said.
The initiative supports the administration of President Ferdinand “Bongbong” Marcos Jr. in strengthening the country’s early childhood care and development system under Republic Act No. 12199, or the ECCD System Act of 2025.
Developed in collaboration with select TESDA Technology Institutions, the Early Childhood Care and Development Council, and the University of the Philippines Department of Family Life and Child Development, the courses provide technical-vocational institutions with readily available and quality-assured eLearning materials that may be utilized in the implementation of blended learning programs. The eLearning courses also allow learners to revisit modules at their own pace, helping improve readiness for competency assessment and increasing certification opportunities.
This expands the reach of training delivery beyond the physical limitations of training institutions while allowing more learners to access training programs within their own communities.
The ECCD Services NC III program equips Child Development Workers with competencies in health, nutrition, early learning, child protection, and holistic child development for children aged zero to five years old.
Latest TESDA data show that 2,477 trainees nationwide have already completed the program out of 3,452 enrollees.
TESDA also continues to strengthen the nationwide implementation of the program, with 89 registered programs, 75 accredited assessment centers, 72 certified assessors, and 451 trainers across the country.
ECCD eLearning: Mas abot-kamay ng aspiring child development workers sa malalayong komunidad
Inilunsad ng Technical Education and Skills Development Authority (TESDA) ang TESDA Online Program course para sa Early Childhood Care and Development Services NC III upang gawing abot-kamay ang pagsasanay ng mga Child Development Workers (CDWs) sa buong bansa.
Ang paglulunsad ay isinabay sa pagtatapos ng mga ECCD trainees mula sa TESDA Regional Training Center - Pili, Camarines Sur noong Mayo 22, 2026. Dumalo rin sina Senator Sherwin Gatchalian, TESDA Secretary Kiko Benitez, United Nations Children’s Emergency Fund (UNICEF) representative Dr. Teresita Inciong sa programa ng TESDA na naglalayong umagapay sa mga early childhood care workers ng bansa sa pamamagitan ng flexible at inclusive learning opportunities.
Kasama ring dumalo ang mga kinatawan ng iba’t-ibang munisipalidad sa Camarines Sur upang magpakita ng suporta sa holistic na pangangalaga at paglago ng mga bata sa kani-kanilang komunidad.
Ayon kay Secretary Kiko Benitez, ang inisyatibong ito sa digital learning ay naglalayong mas maraming child development workers ang magkaroon ng kalidad na pagsasanay at sertipikasyon at hindi maging hadlang ang layo ng kanilang komunidad. Hinikayat rin niya ang mga nagsipagtapos na magpatuloy sa pagsasanay para madagdagan ang bilang ng mga lubhang kailangan na trainers at assessors.

Bibigyang-diin ni Senator Win Gatchalian ang kahalagahan ng pamumuhunan sa mga early childhood workers ng bansa. Nagpahayag rin ang senador ng suporta sa inisyatibong mapalawak at mapalago ang mga oportunidad para sa mga Child Development Workers.

Ang naturang inisyatibo ay sumusuporta sa layunin ng administrasyon ni Pangulong Ferdinand “Bongbong” Marcos, Jr. na palakasin ang early childhood care development system ng bansa sa ilalim ng Republic Act No. 12199, o ang ECCD System Act of 2025.
Sa pagtutulungan ng mga piling TESDA Technology Institutions, Early Childhood Care and Development Council, at ng University of the Philippines Department of Family Life and Child Development, ang mga kurso ay magbibigay sa mga technical-vocational institutions ng mga quality-assured eLearning materials na maaaring gamitin para sa implementasyon ng blended learning programs. Ang mga modules sa eLearning courses ay maaari ring balikan ng learners ano mang oras, bilang paghahanda sa competency assessment at magpapataas sa tsansa ng pagpasa at sertipikasyon.
Mas pinalawak rin ang naaabot ng training delivery kumpara sa pisikal na limitasyon ng mga training institutions habang mas maraming learners ang nagkakaroon ng access sa mga training programs sa kanilang komunidad.
Ang ECCD Services NC III program ay nagbibigay sa mga Child Development Workers ng competency sa kalusugan, nutrisyon, early learning, child protection at buong aspekto ng pag-unlad ng mga bata mula sa pagsilang hanggang limang taong gulang.
Ayon sa pinakahuling bilang ng TESDA, mayroong 2,477 trainees sa buong bansa mula sa 3,452 na nag-enrol ang nakakumpleto na ng programa.
Patuloy na pinalalakas ng TESDA ang implementasyon ng programa kung saan mayroong 89 registered programs, 75 accredited assessment centers, 72 certified assessors at 451 trainers sa buong bansa.
