The Technical Education and Skills Development Authority (TESDA) has once again secured the number one ranking in both approval and trust among government agencies, according to the 2025 PAHAYAG End-of-the-Year Survey conducted by Publicus Asia Inc. TESDA posted an approval rating of 62% and a trust rating of 43%, maintaining its top position for 13 consecutive quarters since 2022. In the approval ratings, TESDA was followed by the Department of Science and Technology (DOST) and Commission on Higher Education with 55% and 51% ratings, respectively. Additionally, in the trust ratings, TESDA was followed again by CHED with a 38% rating, and the Bangko Sentral ng Pilipinas (BSP), Armed Forces of the Philippines, and CHED with a 36% rating. TESDA Secretary Kiko Benitez said the results reflect the agency’s consistency in direction and service delivery and emphasized that the agency remains focused on long-term impact rather than rankings. “More than being number one, what matters to us is that our programs lead to jobs and better lives for our learners. This motivates us to further strengthen our partnerships and improve the quality of our training nationwide,” the TESDA chief added. The sustained public trust comes as TESDA enters 2026 with an expanded national budget, enabling the agency to further scale up scholarships, strengthen training institutions, and roll out more industry-responsive and future-ready skills programs nationwide. With increased resources, TESDA is set to widen access to technical vocational education and training (TVET), improve training quality, and reach more Filipinos, particularly those in underserved communities. The Publicus Asia 2025 PAHAYAG End-of-the-Year Survey was conducted from December 7-10, 2025, with 1,500 respondents nationwide.
