POSITION: ADMINISTRATIVE OFFICER IV (RE-OPEN)

OFFICE: PROCUREMENT DIVISION (PD), ADMINISTRATIVE SERVICE (AS), TESDA CENTRAL OFFICE
SALARY: SG-15 (PhP 42,178.00) PERA: P2,000.00

THE HIREE WILL BE RESPONSIBLE FOR THE FOLLOWING:

20 % - Assists in the planning, coordination, and implementation of the functions of the Bids and Awards Committee (BAC) Secretariat; 15 % - Reviews and prepares procurement documents, including bidding documents, invitations, requests for expressions of interest, bid bulletins, resolutions, notices, and other procurement-related issuances; 15 % - Coordinates and facilitates BAC activities, including the conduct of pre-procurement conferences, pre-bid conferences, bid openings, bid evaluations, post-qualification activities, negotiations, and other procurement proceedings; 10 % - Prepares and maintains the minutes, resolutions, reports, procurement records, and other official documents of the BAC; 10 % - Monitors the implementation of the Annual Procurement Plan (APP), Procurement Monitoring Report (PMR), procurement timelines, and compliance with statutory procurement requirements, and prepares periodic reports for management and oversight agencies; 10 % - Coordinates with end-user units, Technical Working Groups (TWGs), suppliers, and oversight agencies on procurement activities and provides technical assistance on procurement procedures and documentary requirements; 10 % - Assists in the review and enhancement of procurement policies, standard operating procedures, templates, and internal control measures to improve procurement efficiency and regulatory compliance; 5 % - Provides technical guidance to BAC Secretariat support personnel and assists in resolving procurement-related operational concerns; 5 % - Performs such other functions as may be authorized.

Education: Bachelor’s Degree relevant to the Job Experience: 1 year of relevant experience Training: 4 hours of relevant training Eligibility: Career Service (Professional)/ Second Level Eligibility

SPECIAL QUALIFICATIONS:

• Working knowledge of Republic Act No. 12009 (New Government Procurement Act), its IRR, and GPPB issuances • Knowledge of competitive bidding and other modes of procurement • Ability to prepare procurement documents, BAC resolutions, and minutes • Knowledge of APP, PPMP, PMR, and procurement planning • Strong analytical, organizational, and records management skills • Excellent oral and written communication skills • Excellent Interpersonal Relations • Monitoring and Evaluation Skills • Research and Development Skills • Adheres to Professional/Work Ethics • Assertive and can work under pressure • Proficiency in Microsoft Office applications, particularly Excel and Word • Experience in government procurement is an advantage • ISO 9001 Quality Management Systems experience is an advantage • Membership or certification in procurement, logistics, supply chain, project management, or contract management organizations is an advantage

    • Superior

    • Subordinates (if applicable)
    • Clients (if applicable)
  • Certified true copy of transcript of records/diploma;
  • Authenticated copy of Eligibility by CSC or PRC;
  • Awards related to Performance (proof of evidences in the form of citation, medal, plaque, for awards/rewards received) (if applicable);
  • Expert Services (Resource Person/Speaker/Moderator/Panelist) (if applicable); and
  • Committees/ TWGs Participation (proof of evidences in the form of memorandum, office order, and/or certification/certificates) (if applicable)
