15 % - Assists the HRMD Chief in the management of HR programs of the agency in the areas of Recruitment, Selection and Placement, Performance Management, Training and Development and Rewards and Recognition through Omnibus Rules on Appointments and Other HR Actions (ORAOHRA) by planning, implementing, and evaluating HR plans, programs, projects, and services to continuously build the holistic capabilities of TESDA personnel; 15 % - Assists the HRMD Chief in the continuous improvement and provision of efficient and effective implementation of HRM systems, procedures, processes, and services covering the four (4) HRM core systems: Recruitment, Selection and Placement (RSP), Learning and Development (L&D), Performance Management (PM), and Rewards and Recognition (R&R) through the achievement of higher levels of maturity standard, particularly PRIME-HRM Maturity Level III (Integrated HRM) and Maturity Level IV (Strategic HRM); 10 % - Assists the HRMD Chief in the effective implementation of the TESDA Quality Management System on Human Resource Management which includes but is not limited to development of work standards, procedures and guidelines and benchmarking of best practices of other organizations; 10 % - Assists the Division Chief in the preparation of the Division’s Commitment and Review Form by recommending work distribution and scheduling of programs or activities to ensure alignment with the Office mandates, priorities, and deliverables; 10 % - Provides sound recommendation to the Chief HRMD on matters related to performance evaluation of staff; 10 % - Supervises the implementation of the Employee Welfare and benefits Plan; 5 % - Assists the HRMD Chief in establishing and maintaining linkages with other offices and agencies both local and foreign engaged in human resource development work by forming new alliances and sustaining existing partnerships with various HRD groups; 5 % - Supervises the operation of the Human Resource Information System (HRIS); 5 % - Assists the HRMD Chief in advising the different offices on HRM-related matters by conducting orientations or consultations to come up with a uniform interpretation of CSC and other related government rules and regulations; 5 % - Implements programs and procedure that will improve services and monitoring system of HRMD; 5 % - Reviews all HRMD documents for endorsement to the Chief HRMD; 5 % - Performs other related functions.
