SECRETARY JOEL VILLANUEVA headed the Cash For Training Program (C4TP) launching in Pangasinan and was attended by more than two thousand tech-voc students and beneficiaries of the program. C4TP is a joint program of TESDA and the Department of Social Welfare and Development (DSWD). DSWD identifies the program beneficiaries while TESDA conducts the actual skills training and the assessment and certification. The C4TP in Pangasinan targets more than 1,500 out-of-school youth to become productive citizens of their community.

After the launching, Sec Joel answered questions from the press.

"Young people who are either unemployed or out of school do not give good prospects for the community. With this program, we want to integrate them into the education loop, their tool for survival when it is time to hunt for jobs or start a business of their own."
