OFFICE: BUDGET DIVISION, FINANCIAL AND MANAGEMENT SERVICE (FMS)
SALARY: SG-24 Php73,299.00 PERA: P2,000.00 RATA: P10,000.00
 
THE HIREE WILL BE RESPONSIBLE FOR THE FOLLOWING:
1. Manages, supervises and coordinates the operations and activities of the Budget Division;
2. Interprets the Budget Call issued by DBM and causes the preparation of guidelines to all offices/units in the submission of their budget estimates;
3. Assists in the preparation, presentation and defense of the propose agency, budget before fiscal agencies and Congress;
4. Coordinates and prepares a Consolidated Work and Financial Plan for submission to DBM and for agency use;
5. Ensures proper fund allocations and utilization in accordance with the WFP of the Authority;
6. Coordinates and follow-up action on budgetary systems, methods and procedures;
7. Recommends improvements on and/or the formulation of new budgetary systems, methods, and procedures;
8. Provides technical assistance to the various operating units and offices; 
9. Acts as member of the Human Resource Administrative Support Committee under the National QMS structure and as such ensures that budgetary requirements for the implementation of the QMS are facilitated; and
10. Performs other related functions.
 
JOB QUALIFICATIONS OF THE HIREE ARE:
Education: Master’s degree OR Certificate in Leadership and Management from the CSC
Experience: 4 years of supervisory/management experience
Training: 40 hours of supervisory/management learning and development intervention undertaken within the last 5 years
Eligibility: Career Service (Professional)/Second Level Eligibility
 
SPECIAL QUALIFICATIONS:
• Capable to do personnel supervision and management
• Knowledgeable of DBM and COA rules & regulations 
• Good in oral & written communications
• With ability to network with other agencies and TVET partners
• Knowledgeable in preparation of project proposal
• Working knowledge of MS Office Applications
• Can work under pressure

• List of supervisory/managerial and other training programs attended indicating the no. of training hours together with the certified photocopies of training certificates undertaken within the last 5 years;
• Performance Evaluation System (PES) Ratings for Calendar Year 2017 and January to June 2018 for outside applicants or Individual Performance Commitment Review (IPCR) ratings for July to December 2017 and January to June 2018 for TESDA applicants or applicants from other government agencies of at least Very Satisfactory Rating;
• For government employee only: a copy of previous appointment;
• Management Competence Forms to be accomplished by your Immediate Supervisor; two (2) Peers and two (2) Subordinates;
• Demonstrated Attitude and Commitment to Work to be accomplished by your Immediate Supervisor;
• List of at least five (5) references for each category with contact details (residential/office address, telephone/cellphone number, e-mail address):
a. Superior/Supervisor
b. Peer
c. Subordinate
d. Client/Stakeholder;
• Accomplishments/Achievements done during the last three (3) years to be endorsed by the Head of Office;
• Certification signed by immediate or previous supervisors indicating managerial/supervisory cumulative experience (specify day-month-year covered) with actual duties and responsibilities listed down;
• Certified true copy of transcript of records/diploma; and
• Certified true copy of Eligibility by CSC or PRC.
 
Failure to complete the submission of above documents within the set deadline shall mean disinterest to vie for the position paving the way for non-inclusion in the deliberation process.
