THE HIREE WILL BE RESPONSIBLE FOR THE FOLLOWING:
• Recruitment, Selection and Placement (PSP)
Maintains electronic database of all applicants (internal and external)
Preparation of Personnel Requisition Slip (PRS)
Prepares Job Opening/Publication
Profiles Applicants for Employment
Pre-assess applicants and prepares Individual and Comparative Assessment Results
Facilitates conduct of interview by the PSB
Provides orientation to all employees on the PSP Manual
Prepares Appointments/Job Order
Facilitates approval of Appointments/Job Order
Prepares TOR and Request for Hiring for Job Order Personnel
Facilitates selection of Job Order Personnel
• Performance Management
Facilitates the submission of Individual Performance Commitment and Review (IPCR) of all employees
Assists the Performance Management Committee in the evaluation of the IPCR
• HRD (Learning and Development)
Identifies learning and development needs of the employees
Prepares the Strategic Learning and Development Plan for the agency (RO)
Prepares and submits Workforce Training/Learning Development Plan/PO HRD Plan
Prepares and submits monthly Workforce Training/Learning Development Report
Facilitates the accomplishment of TNA1-4
Facilitates attendance of staff to various seminars/training
Facilitates submission of Action Plans/Terminal Reports
Prepares Summary of HRD Interventions
• Rewards and Recognition
Facilitates the Search for: TESDA Model Employee and other similar awards
Facilitates the conduct of interview and assessment by the committee
Packages/Prepares nominee’s documentation
Prepares minutes of the selection and interview
• Human Resource Records Management and other HR Programs
Maintains Record of 201 files (Plantilla of Personnel, Service Records, Leave Records, Attendance Records, Reports of Appointment Issued)
Prepares and updates Personnel Information System (electronic)
Updates PSIPOP and submits to DBM including the 2 administered schools
Maintains records of administrative issuances
Facilitates Physical Fitness Programs
Facilitates Employee Welfare Programs (Loyalty Awards, etc.)
Implements Employee Discipline Rules/Laws (CSC Rules/ARTA/Citizens Charter)

JOB QUALIFICATIONS OF THE HIREE ARE:
Education : Bachelor’s Degree relevant to the job
Experience : 2 years of relevant experience
Training : 8 hours of relevant training
Eligibility    : Career Service (Professional)/Second Level Eligibility

SPECIAL QUALIFICATIONS:
• Proven ability in analytical and creative thinking
• With high level of interpersonal skills enabling effective communication with diverse group of people, with a customer focus
• With highly effective organizational skills with the ability to prioritize work to meet deadlines
• Good oral and written communication skills
• Good computing skills, including the use of database software, email, word processing, spreadsheets, etc.

• Duly Accomplished Personal Data Sheet (CSC Form 212, Revised 2005);
• Service Records;
• List of training programs attended indicating the no. of training hours with certified photocopies of training certificates;
• Performance Evaluation System (PES) Ratings for Calendar Year 2015 and January to June 2016 for outside applicants or Individual Performance Commitment Review (IPCR) ratings for July to December 2015 and January to June 2016 for TESDA applicants or applicants from other government agencies of at least Very Satisfactory Rating;
• For government employee only: a copy of previous appointment;
• Potential Assessment Forms to be accomplished by your Immediate Supervisor and one (1) Peer;
• Accomplishments/Achievements done during the last three (3) years to be endorsed by the Head of Office;
• Statement of duties and responsibilities for the positions held indicating the specified period covered (mm-dd-yy to mm-dd-yy);
• Certified true copy of transcript of records/diploma; and
• Certified true copy of Eligibility by CSC or PRC.

Failure to complete the submission of above documents within the set deadline shall mean disinterest to vie for the position paving the way for non-inclusion in the deliberation process.
